I fished Upper Otay just last weekend. Not much room to fish from shore, as with Lower Otay. Grassy lake with reeds surrounding the lake. I saw a few guys in float tubes pullin in bass with plastic worms. they were using a very slow approach as the water was still fairly cold and the lake was hit by a rainstorm the previous week.
