Cold Spring Lake is owned by the Salvation Army. It can only be fished by people that sign up for the Salvation Army's Senior program. Currently the Salvation Army has a special use license that allows people in their Senior Program to fish the lake without a fishing license. Most people in that program wouldn't need a license anyway as most of them are over 70 years in age. If you are a senior and like fishing this is a good place to go, but it would be nice if you attended their morning bible class although that is not necessary. Contact the Salvation Army's Star Lake Lodge in Bloomingdale for information about their senior program. It's relatively cheap. Be prepared to say "grace" before every meal. They have boats available but they can only be used when a lifeguard is on duty (it's a liability thing)
